Die Kommunen sind überlastet. Nun wird über eine Begrenzung der Flüchtlingszahlen diskutiert. Alt-Bundespräsident Joachim Gauck sagte am Wochenende in einem Interview, er sei zu der Einsicht gelangt, dass es moralisch nicht verwerflich und politisch vielleicht geboten sei, eine Begrenzungsstrategie zu fahren.
"Wir werden entscheiden, wer in die Europäische Union kommt und unter welchen Umständen, und nicht die Schleuser", versprach EU-Kommissionspräsidentin Ursula von der Leyen. Bayerns Ministerpräsident und CSU-Chef Markus Söder forderte eine Wende in der Migrationspolitik und regte eine Obergrenze für die Geflüchteten an, die in Deutschland aufgenommen werden sollen. Dafür erntete er Unverständnis und Kritik von den Regierungsparteien, aber auch aus der CDU.
Gleichzeitig werden rechtspopulistische, rechtsradikale und rechtsextreme Parteien innerhalb Europas immer erfolgreicher. In Ungarn regiert mit Victor Orbán seit 2010 ein rechtsnationalistischer Ministerpräsident, dem vorgeworfen wird, die Menschenrechte in seinem Land systematisch einzuschränken. Vor knapp einem Jahr übernahm Georgia Meloni das Amt der Ministerpräsidentin in Italien. Sie ist seit 2014 Vorsitzende der als postfaschistisch klassifizierten Partei Fratelli d'Italia. In Polen, Finnland und Schweden regieren rechtsgerichtete Parteien oder sind an den Regierungen beteiligt, in Frankreich, Österreich und Deutschland erhoffen sich rechtsradikale Parteien im kommenden Jahr Wahlerfolge.
Ein Grund dafür dürfte die Flüchtlingspolitik der EU sein, mit der viele Bürger unzufrieden sind. Am Montagabend haben sich die Gäste in der ARD-Talkshow "Hart aber fair" über die Erfolge der Parteien am rechten Rand unterhalten. Dabei ist auch die Flüchtlingsfrage ein Thema.
Söders Deutschlandpakt
Bayerns Ministerpräsident Söder habe einen "Deutschlandpakt gegen unkontrollierte Zuwanderung" vorgeschlagen, erklärt die CSU-Politikerin Monika Hohlmeier. Die Abgeordnete im EU-Parlament und Tochter des früheren bayerischen Ministerpräsidenten Franz Josef Strauß unterstützt ihn. Viele Menschen fühlten einen Kontrollverlust. "Wir müssen diesen Menschen zeigen, dass wir auch in der Lage sind, Grenzen zu setzen", sagt sie bei "Hart aber fair". Anders als die AfD setze sich ihre Partei für eine humane Flüchtlingspolitik ein.
Auch wenn Söders Vorschläge in Deutschland heftig kritisiert werden: In Europa steht er nicht allein da. Ungarn weigert sich seit Jahren, Migranten aufzunehmen. Und in Dänemark hat das Parlament eine "Null-Zuwanderungs-Politik" beschlossen – auch mit den Stimmen der Sozialdemokraten. Gleichzeitig hat sich das Land mit Ruanda darauf verständigt, Flüchtlinge während ihres Asylverfahrens dort unterzubringen.
Helferländern helfen
Der dänische Weg sei für Deutschland falsch, sagt Katarina Barley von der SPD, eine von vierzehn Vizepräsidenten des Europäischen Parlaments. Doch auch sie möchte die Flüchtlingszahlen innerhalb Europas begrenzen. Sie setzt sich für die Beschleunigung von Asylverfahren auf drei Monate ein. Außerdem mahnt Barley eine größere Solidarität der EU-Länder bei der Aufnahme von Migrantinnen und Migranten an. "In Deutschland sind ja deswegen so viele Geflüchtete, weil die anderen Länder sich rausgezogen haben", sagt sie.
Barley und Hohlmeier fordern gemeinsam mehr Unterstützung bei der Bekämpfung von Fluchtursachen. Während Hohlmeier jedoch entsprechende finanzielle Hilfsmittel vor allem für die Heimatländer der Geflüchteten fordert, hat Barley auch andere Länder im Kopf. "Wir sollten das Geld nicht nur dort hineinpumpen, wo die Probleme sind", sagt sie. "Es gibt auch Länder, die sich vorbildlich um die Flüchtlinge kümmern. Früher waren das Jordanien und Libanon, heute ist es Mauretanien. Die kümmern sich humanitär und geben Zugang zu Bildung." Die Geschichte mit dem "gelobten Land" Deutschland, in das viele Menschen einreisen wollten, stimme nicht. "Die Leute wollen erst einmal in ihrem Kulturkreis bleiben. Deswegen ist es so wichtig, dass wir auch ein Land wie Mauretanien fördern."

Borna/Geithain.Für die Weißstörche ist wieder die Zeit gekommen, die Reise in die südlicheren Winterquartiere anzutreten. Ihre Saison in den Altkreisen Borna und Geithain war diesmal gemischt. Startete das Storchenjahr im Frühjahr mit zahlreichen Brutpaaren verheißungsvoll, brachte der Sommer mit vielen verendeten Jungstörchen die Ernüchterung. Insgesamt 23 Horste wurden zwischen Pegau und Syhra von den Adebaren besetzt, die zusammen 40 Jungstörche aufziehen konnten.

Wirtschaftsminister Robert Habeck (Grüne) hat die Erhöhung des Mindestlohns als zu niedrig bezeichnet. Er äußerte sich am 5. September in der Sendung „RTL Direkt Spezial – Am Tisch mit Robert Habeck“ auf die Frage eines Bürgers, der die unterschiedliche prozentuale Erhöhung des Mindestlohns und des Bürgergelds als ungerecht bezeichnete. Habeck sagte, das sei im Grunde „schwer oder gar nicht zu begründen“.
Das Bürgergeld werde im Grunde „entlang der Statistik“ automatisch angehoben, anhand von Preiserhöhungen bei Lebensmitteln oder Kleidung, so der Wirtschaftsminister. Beim Mindestlohn verwies er auf eine Kommission, die sich vor allem aus Vertretern von Arbeitgebern und Arbeitnehmern zusammensetzt. Die Mindestlohnerhöhung entspreche nicht der Erhöhung, die beim Bürgergeld komme, sagte Habeck. Der Bürger, ein Metallarbeiter, habe hier einen völlig richtigen Punkt. „Ich würde für mich sagen, die Mindestlohnerhöhung ist zu niedrig.“
Mindestlohn soll bis 2025 in zwei Schritten steigen
Der gesetzliche Mindestlohn von derzeit 12 Euro pro Stunde soll in den kommenden zwei Jahren auf 12,82 Euro erhöht werden. Bundesarbeitsminister Hubertus Heil (SPD) hatte angekündigt, einen entsprechenden Vorschlag der Mindestlohnkommission umzusetzen. Die Kommission hatte vorgeschlagen, den Mindestlohn zum 1. Januar 2024 von derzeit 12 Euro auf 12,41 Euro und ein Jahr später auf 12,82 Euro anzuheben, wie dpa weiter zu den Hintergründen schilderte – insgesamt ein Plus von 6,8 Prozent. Die Arbeitnehmervertreter in der Kommission hatten die Anhebung demnach als zu niedrig bezeichnet, wurden aber überstimmt.

Juni hieß, nicht ganz genau sagen. „Nach jüngsten Angaben des Statistischen Bundesamts waren aber im Oktober ungefähr sechs Millionen abhängig Beschäftigte (15 Prozent) im Niedriglohnsektor beschäftigt“, berichtete dpa zum Zeitpunkt. „Zum Niedriglohnbereich zählen demnach Jobs, in denen weniger als 12,76 pro Stunde gezahlt wird.“ Von der Erhöhung des Mindestlohns auf 12 Euro im Oktober 2022 profitierten den Angaben zufolge „etwa 5,8 Millionen Menschen, die vorher weniger als 12 Euro die Stunde hatten“, so dpa.
Ist der Mindestlohn brutto oder netto?
Nach Angaben des Bundesarbeitsministeriums bekommen Beschäftigte „bei einer 40-Stunden-Woche mit Mindestlohn etwa 2.080 Euro brutto im Monat“, wie dpa (Stand: 26. Juni) berichtet hatte. Wie viel davon netto nach Abzug von Steuern, Renten-, Kranken-, Pflege- und Arbeitslosenversicherung bleibt, hänge – wie immer – von verschiedenen Faktoren ab, etwa der Steuerklasse, dem Familienstand oder der Anzahl der Kinder.
Wie hat sich der Mindestlohn seit 2015 entwickelt?
Angesichts der stark gestiegenen Verbraucherpreise hatten sich nicht zuletzt Sozialverbände für eine stärkere Anhebung des Mindestlohns ausgesprochen und zudem darauf verwiesen, dass höhere Löhne später zu höheren Renten führen.
„Der Mindestlohn ist seit seiner Einführung 2015 von 8,50 Euro schrittweise auf 12 Euro erhöht worden – ein Plus von 41 Prozent“, wie dpa zu der Entwicklung des gesetzlichen Mindestlohns, über die Jahre hinweg gesehen, schilderte. „Besonders große Anhebungen gab es im vergangenen Jahr. Ende 2021 lag der Mindestlohn noch bei 9,60 Euro. In drei Schritten ging es dann 2022 auf 12 Euro hinauf.“ Zum Vergleich: Die Verbraucherpreise (Lebensmittel, Energie, Mieten, Kleidung usw.) stiegen, wie dpa ebenfalls berichtete, „zwischen 2015 und 2022 laut Statistischem Bundesamt – wenn man den Durchschnittsjahreswert bei der Inflation zugrunde legt – um 16,6 Prozent“.
Bürgergeld soll ab 2024 erhöht werden
Das Bürgergeld soll zum 1. Januar 2024 erhöht werden. Alleinstehende sollen ab 2024 dann 563 Euro statt wie heute 502 Euro je Monat bekommen. Arbeitsminister Heil zufolge handelt es sich insgesamt um eine Erhöhung von im Schnitt gut zwölf Prozent, wie dpa berichtet hatte.
Die alte Hennefer Postleitzahl „5202“ stand Pate für den Namen der Band, die am Samstagabend während des Hennefer Stadtfestes auf der Solaris-Bühne an der Frankfurter Straße einen furiosen Auftritt hinlegte. Ob die Coverversion von „Skandal im Sperrbezirk“ der Spider Murphy Gang, aus der bei „5202“ „Skandal im Stadtbezirk, Skandal in Hennef“ wurde oder wunderschöne Interpretationen von Bläck Fööss-Klassikern wie „In unserem Veedel“ – das Publikum war begeistert von dieser Hennefer Band, deren Heimatverbundenheit ansteckend wirkte. Besonders Frontmann Uli Birkmann hielt es zeitweise gar nicht mehr auf der Bühne, und er genoss sichtlich das Bad in der Menge.
